Tourism companies can now apply for the PME Líder and PME Excelência 2017 Statutes.
The objective of the PME Líder Statute is to distinguish companies with superior performance profiles, giving them notoriety and creating optimized financing conditions for them to develop their growth strategies.
Companies should express their interest in obtaining the PME Líder Statute from a registered Credit Institution that will analyze their risk profile and, if they fulfill the defined access conditions, formalize the proposal to Turismo de Portugal.
The PME Líder group that performs the best performances will also be annually distinguished with the PME Excellence Statute, creating added visibility conditions for these top profile companies.
Conditions of access of companies in the tourism sector:
A) Companies that ensure the status of SMEs, according to the European Commission Recommendation of 6 May (2003/361 / CE), proven by obtaining the Online SME Certification, which must be renewed annually by the deadline Legal submission of the IES to the Tax Authority, under penalty of automatic expiration of the PME Líder Statute.
B) SMEs that have completed at least three full fiscal years and have closed accounts for the last full fiscal and fiscal year (accounts are closed after their approval at the General Meeting and IES delivery).
C) SMEs that pursue growth strategies and strengthen their competitive base, selected through the superior capacity of scrutiny and a wide deployment in the national territory, by the registered banks.
D) SMEs that have a rating attributed by the internal credit rating system of the Protocoled Bank that proposes the application, consistent with the superior scrutiny capacity required above.
E) SMEs that have the appropriate minimum level of rating assigned by the Mutual Guarantee Companies, on the rating scale of the Mutual Guarantee System;
F) SMEs that meet the following conditions related to their activity:
Have a regularized situation before the Tax Authority, Social Security, IAPMEI and Turismo de Portugal;
Have your situation regularized in the licensing of your activity and your establishments;
Are not in a situation of financial restructuring or insolvency;
Have not been convicted of a criminal or administrative offense for violating labor legislation, including discrimination in employment and access to employment, in the last 3 years;
They have not been punished in the last three years for the practice of any environmental and territorial ordinances.
(G) SMEs which demonstrate high levels of performance and financial soundness and which, on the basis of the elements referred to in point (b) above, demonstrate the cumulative verification of the following conditions:
Net Income Positive in 2016
Positive EBITDA over the 2 years under review (2016 and 2015)
Financial Autonomy in 2016> = 30% (Equity / Assets)
Net Return on Own Capital> = 2% (Net Result / Equity)
Net Debt / EBITDA <= 4.5 (Net Debt / EBITDA)
EBITDA / Assets> = 2%
EBITDA / Turnover3> = 2%
Turnover3 in 2016> = 500,000.00 (500 thousand euros)
Number of Workers (AWU) of the company as self-employed in 2016> = 8
Rating level, assigned by the Mutual Guarantee Companies, not exceeding 7, on the rating scale of the Mutual Guarantee System.
